The Washington Health Benefit Exchange (Exchange) is a statewide program being developed as a new marketplace for individuals and small businesses in Washington State to purchase private health insurance coverage and have access to tax credits, reduced cost sharing, and public programs such as Medicaid. The Exchange, a key provision of the federal Patient Protection and Affordable Care Act, must be fully functioning to begin operating on October 1, 2013 for health insurance coverage beginning on January 1, 2014. SUMMARY The Implementation Manager is responsible for managing the implementation of the four Exchange releases (Plan Management, Small Business Health Options (SHOP), Open Enrollment, and Administration). This position will be responsible for the development of detailed implementation and cut-over plans, implementation checklists and the capture of data for monitoring critical ?go-live? metrics. The position will work closely with the project?s Work Plan Coordinator to ensure the work plan reflects the implementation tasks and with Exchange business personnel to ensure operational readiness tasks are incorporated into the planning. This position will be part of the Exchange IT Management team and will work closely with Functional, Technical and PMO staff to ensure cross team coordination. DUTIES AND RESPONSIBILITIES Develop detailed implementation and cut-over plans for each of the four Exchange releases. Work closely with Exchange Management to ensure Implementation Plans are consistent with Exchange vision, goals and objectives. Coordinate with the Project?s Issue/Risk Manager to ensure issues and risks related to implementation plans are managed in a timely manner. Identify resource requirements necessary to complete tasks and manage resource assignments required to complete tasks. Develop readiness checklists and identify metrics for measuring progress of each release. Coordinate with Exchange information technology (IT) and policy staff as well as key stakeholders to ensure plans reflect required tasks for a successful implementation. Gather data, monitor readiness progress, update checklists and report progress regularly to Exchange Management. Participate in regular project status meetings as a member of the project management team. Coordinate with the project?s Work Plan Administrator to ensure the project schedule reflects all necessary implementation tasks. Other duties as assigned. Required Bachelor?s Degree in computer science, IT, or related field. Five years? experience in IT project planning. Five years? experience leading the planning of medium to large IT systems preferably in Health and Human Services. Knowledge of project management techniques including work breakdown structure analysis, resource allocation and utilization, and earned value analysis. Ability to identify and communicate project task and resource issues, both verbally and written, to Exchange Management. Ability to maintain effective working relationships with Systems Integrator (SI) vendor, Exchange staff and key stakeholders. Ability to work within a demanding project environment.
